Yes it is totally separate program and not affiliated with your internet provider in any way shape or form. It does work well albeit illegal and everything. So yes its totally free and no it doesn't raise your internet rates, (unless that is you are using pay the minute dial-up rates) then it would go up because of course your using the internet, then again if your using dial-up i wouldn't recommend using limewire, or any downloading service.
Is limewire is totaly free from downloading and it doesnt cost money to your internet bill?
